Gracefully shutdown Docker on MacOS, without access to menubar or app window

I have a MacBook Pro with the M2 Pro CPU. The menubar is cut off by the camera cutout (notch) and I can’t figure out how to access the Docker Desktop icon. I have too many icons, and even though I have Hidden Bar installed, I can’t figure out how to get the Docker Desktop icon pinned to the right.

Also, for some reason when I launch “Docker Desktop” from the Spotlight search, the app window doesn’t appear.

Is there a way to gracefully shutdown and restart the Docker Desktop app from the command line?
